Paula Gaviria Betancur Paula Gaviria Betancur is a Colombian lawyer who was appointed to be a Presidential advisor and a United Nations Special Rapporteur. In each case her expertise was in displaced people. She has made visits to the Marshall Islands, Mozambique and the DRC.
